Circular OT-5K Information
The Association of American Railroads (AAR) has issued a revised AAR Circular OT-5 K “Rules Governing Assignment of Reporting Marks, Mechanical Designations and Application for the Use of Private Equipment.”
This Circular – replacing AAR Circular OT-5 J – is effective January 1, 2009.
Key changes in AAR Circular OT-5 K from Circular OT-5 J include:

The language has been simplified and any redundancy has been eliminated.

The new Circular OT-5 K requires that requests for loading authority be filed electronically using the Railinc internet web-based system that was created to facilitate this process.

It is the shipper’s responsibility to file loading requests with the originating railroad utilizing the Railinc system (described in attachments below).

For the first time, loading authorizations are required for tank cars under this AAR Circular.

For the one year period, January 1, 2009 through December 31, 2009, applications for authorization to load certified tank cars may be submitted as prescribed in AAR Circular OT-5 K.

Beginning January 1, 2010, applications for authorization to load certified tank cars must be submitted as prescribed in AAR Circular OT-5 K.
